Parameter: Hardware CPU usage high threshold

Hardware CPU usage threshold to start dropping all incoming calls. When CPU usage reaches or exceeds this value for a few seconds, almost all incoming calls for this NAP are dropped. Use 0 to disable this feature and never drop calls due to CPU congestion.
